An Overview of Arizona’s 2025 Elections

Most cities in Arizona hold municipal elections on-cycle ever since the Arizona Legislature passed a law mandating it. (On-cycle elections are defined as elections that coincide with federal elections. These elections are held every two years in November of even-numbered years.)

However, there are important exceptions to this law, thanks to a ruling by the Arizona Supreme Court. Charter cities that mandate off-cycle elections in their city charter are allowed to keep their elections as they see fit. (An election is considered off-cycle if it does not coincide with a federal election.)

This exception applies to two cities in Arizona: Tucson and Prescott. In 2025, these two cities will vote for their local elected officials (mayor, city council, etc.). In addition to these, local electoral districts may hold bond elections or special elections. Read on below for all the details you need to know!

Local Elections Calendar

Tuscon

Tuscon is scheduled to vote on city council members for Wards 3, 5, and 6. All city council seats in Tuscon are voted on at-large, which means that all eligible voters in the city can vote in every city council race. This election will be conducted by-mail only.

Key Dates: 

  1. Primary election: August 5, 2025

  2. General election: November 4, 2025

Prescott

Prescott is scheduled to elect a mayor and three city council seats in 2025. The mayor will be elected to a two-year term and the city council Prescott will be elected to a four-year term. All city council seats in Tuscon are voted on at-large, which means that all eligible voters in the city can vote in every city council race. This election will be conducted by-mail only.

  2. General election: November 4, 2025

Goodyear

Goodyear has scheduled a special election in 2025 to amend its city charter. Citizens of Goodyear can vote on six charter amendment questions.

Other Local Elections

Although there will be no other municipal elections for local elected officials. Municipalities and other political divisions (school districts, fire districts, etc.) often hold elections asking voters to decide on things such as municipal budgets or local taxes. 

These elections are often, but not always, voted on by mail only. Please check with your city clerk’s office for the most up-to-date information. If your city does have an election, it should fall on one of the following dates: 

  1. March 11, 2025

  2. May 20, 2025

  3. August 5, 2025

  4. November 4, 2025
